Neighborhood Traffic Calming Program
Traffic in residential areas is a concern throughout Adams County as well as in most other communities across the nation. Traffic in neighborhoods can affect the quality of life for residents, bicyclists, pedestrians, and drivers.
For these reasons, the Neighborhood Traffic Calming Program (NTCP) was developed to help residents work with the county to implement various traffic calming elements. The program emphasizes the partnership between residents and the county and is set up to objectively respond to reports of speeding or excessive volumes on residential and collector streets. Under this program, traffic calming implies the use of education, enforcement, and/or visual and physical engineering.

Cautionary Sign Program
Cautionary signs are non-standard warning signs that are intended to raise motorist awareness of young roadway users. Adams County will install specific cautionary signs in locations that meet the eligibility criteria described in the Cautionary Sign program requirements.
Accessible Parking Program
Adams County Public Works Department will place accessible parking signs on the public right-of-way of unincorporated Adams County in residential neighborhoods and business districts for people with mobility impairments meeting the adopted standards. The County is committed to providing equitable access to the maximum available parking for all persons using the public right of way. Signs may only be placed by Adams County Public Works where approved. All other parking restrictions are still in effect where accessible parking signs are posted.
Veterans Memorial Sign Program
Adams County is highly invested in showing support for residents who are currently serving or are veterans of the United States military services. As part of this commitment, the Public Works Department has implemented the Veterans Memorial Sign Program. This program is intended to allow residents of Adams County who are family or friends of military veterans killed in the line of duty to request the dedication of a street in Adams County to the memory of their departed veterans.
Roadside Memorials
Roadside memorials can help grieving families and friends deal with the loss of a loved one. They can also alert drivers to the very real and serious consequences of unsafe driving. Adams County’s policy on roadside memorials is intended to accommodate these important interests, while at the same time helping to avoid legal challenges that can sometimes be presented when memorials are installed without approval or regulation.
