Who We Are

The Planning, Design & Construction Division of the Facilities & Fleet Management Department plays a critical role in shaping and maintaining the built environment that supports Adams County’s programs and services. The division is staffed by a team of experienced construction professionals who provide expertise in project planning, design management, and construction oversight. Working in close partnership with architects, engineers, and contractors, the team delivers a diverse portfolio of projects ranging from small-scale equipment replacements and renovations to large, complex facility expansions and new building construction.

The division manages each project through its full lifecycle, from initial concept development and budgeting, through design and permitting, to construction administration and final closeout. Emphasis is placed on delivering projects that meet the county’s operational needs, provide long-term value, and reflect fiscal responsibility. In addition to capital improvement projects, the division supports the Facilities Operations Division by collaborating on joint initiatives that improve functionality, address maintenance needs, and extend the service life of existing county assets across multiple locations.

Through this work, the Planning, Design & Construction Division ensures that Adams County facilities are safe, efficient, and adaptable, providing high-quality environments for both the public and county staff.
