Juneteenth 2025
June 19, 2025
Whereas, each year, the United States observes Juneteenth (also known as Emancipation Day) as the oldest known celebration that commemorates the end of slavery in the United States; and,
Whereas, the current population of Adams County is approximately 3.5% Black or African American; and,
Whereas, Juneteenth became our newest federal holiday when President Joe Biden signed the Juneteenth National Independence Day Act in 2021 and our newest Adams County holiday when the Board of County Commissioners signed a resolution establishing holidays for 2022; now celebrated every June; and,
Whereas, Juneteenth is a blending of the words “June” and “nineteenth;” it commemorates June 19, 1865, the day Union Army Maj. Gen. Gordon Granger rode into Galveston, Texas, and told slaves of their emancipation. That day came more than two years after President Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863; and,
Whereas, Black and African American people continue their rich history of significant and diverse contributions to the cultural, educational, economic, and political vitality of Adams County.
Now, Therefore, Be It Resolved, the Board of County Commissioners, of the County of Adams, of the State of Colorado, does hereby proclaim June 19, 2025, as Juneteenth and encourages all residents to honor the rich diversity of the Black and African American community and remember the many sacrifices that were made for freedom in the United States.

National Immigrant Heritage Month
June 2025
Whereas, the United States of America is a nation built by immigrants—individuals and families who came seeking freedom, opportunity, and a better future, and whose journeys have shaped our national identity; and
Whereas, National Immigrant Heritage Month, first established in 2014, is an opportunity to celebrate the rich history and contributions of immigrants, honor the shared stories of migration that define us, and reaffirm our commitment to welcoming people from all backgrounds; and
Whereas, from Annie Moore—the first immigrant processed at Ellis Island in 1892—to modern-day leaders, artists, and innovators, immigrants have contributed to every aspect of American life; and
Whereas, notable immigrants in U.S. history include Albert Einstein, whose groundbreaking scientific work transformed our understanding of the universe; Joseph Pulitzer, a Hungarian immigrant who revolutionized journalism and established the Pulitzer Prize; and Madeleine Albright, the first woman to serve as U.S. Secretary of State, who arrived in the United States as a child refugee and spent part of her youth in Colorado; and
Whereas, Colorado has long been home to immigrant communities that have enriched the state’s culture, workforce, and history—from early miners and railroad workers to today’s educators, health professionals, entrepreneurs, and public servants; and
Whereas, during National Immigrant Heritage Month, we honor the legacy of those who came before us and the contributions of today’s immigrants, whose resilience, innovation, and community spirit continue to strengthen our nation and our county.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims June 2025 as National Immigrant Heritage Month and encourages all residents to honor the rich diversity of immigrants and celebrate the many ways they contribute to our community.

Parks, Open Space & Cultural Arts Month
July 2025
Whereas, Adams County is dedicated to responsibly serving the community with integrity and innovation, offering inclusiveness for all families and businesses; and,
Whereas, Adams County Parks, Open Space and Cultural Arts exist to significantly enhance quality of life, enrich our communities and inspire; and,
Whereas, Parks, Open Space and Cultural Arts is an integral part of communities throughout this country, including Adams County; and,
Whereas, Parks, Open Space and Cultural Arts promotes health and wellness, improving the physical and mental health of people in our communities. These spaces promote time spent in nature, which positively impacts mental health by increasing cognitive performance and wellbeing; and,
Whereas, Parks, Open Space and Cultural Arts programming and installations are critical to a community’s economic prosperity through increased tourism, the attraction and retention of businesses, and crime reduction; and,
Whereas, Parks, Open Space and Cultural Arts is fundamental to the environment’s wellbeing of our community, and is essential and adaptable infrastructure that makes our communities resilient in the face of natural disasters and climate change; and,
Whereas, our parks and natural recreation areas ensure the ecological beauty of our community and provide a place for children and adults to connect with nature and recreate outdoors; and,
Whereas, The U.S. House of Representatives has designated July as Parks and Recreation Month; and
Whereas, Adams County recognizes the benefits derived from parks, open space, and cultural arts resources.
Now, Therefore, be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims July 2025 as “National Parks, Open Space and Cultural Arts Month” with special recognition and appreciation for the team behind planning, managing and maintaining our county’s parks system, open spaces and cultural arts. We urge all residents to celebrate the achievements of this outstanding team and promote the importance of public recreation spaces and the natural beauty of our communities and our nation.

Pride Month
June 2025
Whereas, Adams County, Colorado, proudly acknowledges and designates the month of June 2025 as LGBTQIA+ Pride Month, celebrating the diversity and contributions of Lesbian, Gay, Bisexual, Transgender, Queer, Questioning, Asexual, Plus individuals throughout our community; and,
Whereas, we affirm that all individuals are inherently free and equal in dignity and rights, recognizing the invaluable cultural, civic, and economic impact of LGBTQIA+ individuals on our county, state, and nation; and
Whereas, while progress toward LGBTQIA+ equality is evident, we reaffirm the crucial need for ongoing education and awareness to eradicate discrimination and prejudice; and,
Whereas, our nation’s foundation rests on the fundamental principle of infinite dignity and worth for every person, prompting Adams County to urge our community to embrace this principle and actively combat prejudice in all its forms; and,
Whereas, Adams County remains steadfast in our commitment to fostering visibility, dignity, and equality for LGBTQIA+ individuals within our diverse community; and,
Whereas, the celebration of Pride Month catalyzes awareness, support, and advocacy, empowering Adams County’s LGBTQIA+ community while fostering dialogue, strengthening alliances, promoting acceptance, and advancing equal rights; and,
Whereas, Adams County proudly hosts its fourth annual Adams County Pride celebration at Riverdale Regional Park on Saturday, June 14th.
Now Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims June 2025 as Pride Month and calls upon every resident to embrace diversity, champion equality, and work tirelessly toward a future free from discrimination and prejudice for all.

Honoring the Life and Legacy of Tom Clark
Whereas, Tom Clark was an extraordinary friend, mentor, and leader whose influence spanned the personal, professional, and political lives of countless individuals throughout our community and region; and,
Whereas, widely known as the “Godfather of Regionalism,” Tom Clark was a tireless champion of integrity, honesty, and collaboration, building bridges across jurisdictions and uniting diverse stakeholders in pursuit of shared prosperity; and,
Whereas, in 1988, Tom played a pivotal role in forging the landmark agreement between Adams County Government and the City and County of Denver, which led to the creation of Denver International Airport, a transformative project that has served as a cornerstone of regional growth and international connectivity; and,
Whereas, in 2015, Tom again served as a vital connector between Adams County and Denver, strengthening intergovernmental relationships to advance the vision of an “aerotropolis” capable of positioning our region as a global economic competitor; and,
Whereas, in 2018, Tom was instrumental in helping Adams County secure a Federal Aviation Administration (FAA) license for the Colorado Air and Space Port, a historic achievement that opened the door to aerospace innovation and future-oriented economic development; and,
Whereas, these examples represent only a fraction of Tom Clark’s enduring legacy—one that continues to benefit our communities and will inspire generations to come; and,
Whereas, Adams County extends heartfelt gratitude to Donna Alengi for her generosity in sharing this remarkable man with our region, and we express our deep love and appreciation to both Donna and Tom.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, does hereby proclaim its deep appreciation and admiration for the life, work, and legacy of Tom Clark, and honors his extraordinary contributions to regional collaboration, economic development, and public service.

“World Elder Abuse Awareness Day”
June 15, 2025
Whereas, the Adams County Board of Commissioners prides itself on giving back to the community, contributing to the quality of life of all our citizens; and,
Whereas, World Elder Abuse Awareness Day draws attention to the millions of older adults in the world who experience elder abuse, neglect, and financial exploitation; and,
Whereas, as many as 1 in 10 older Americans are abused or neglected each year and only 1 in 14 cases of elder abuse come to the authorities’ attention; and,
Whereas, Adams County adult protection professionals are important assets to the county, working in collaboration with community partners to investigate allegations of abuse, neglect and exploitation; and,
Whereas, through community efforts, Adams County residents are encouraged to join together by wearing the color purple to raise awareness on this day and throughout the year, for our vulnerable adults who have been abused, neglected, or exploited; and,
Whereas, through this effort, Adams County citizens will help to ensure that abused and neglected older adults have the opportunity to be treated with respect and free from harm as they are an integral part of this community.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims June 15, 2025, as “World Elder Abuse Awareness Day” and urges all citizens to join the local, statewide, national, and world efforts to raise awareness and to help prevent elder abuse.
“AmeriCorps Week” – March 9-15, 2025
Whereas, service to others is a hallmark of the American character, and throughout our history citizens have stepped up to meet our challenges by volunteering in their communities; and
Whereas, from a pioneering group of 20,000 Americans who first raised their hands to serve, AmeriCorps has grown int a nationwide force for positive change; and
Whereas, today, millions of AmeriCorps participants have contributed billions of hours of results-driven service across all 50 states and U.S. territories, creating lasting impact in communities nationwide; and
Whereas, members and volunteers ensure students are set up for success, combat hunger and homelessness, respond to natural disasters, fight the opioid epidemic, help seniors live independently, support veterans and military families, and so much more; and
Whereas, AmeriCorps enriches the lives of its members, building habits that create engaged citizens who are active participants in civic matters affecting their communities long after their service terms are completed; and
Whereas, AmeriCorps members encourage collaboration and partnerships, leveraging millions of volunteers in service and acquiring the support of business partners to increase the effectiveness of their initiatives; and
Whereas, in Colorado, more than 7,100 AmeriCorps members of various ages and backgrounds helped to meet local needs at more than 900 locations in the State by tutoring or mentoring children and youth, preserving environmental resources, building capacity of community partners, and supporting access to healthy food and affordable housing; and
Whereas, in exchange for their service, AmeriCorps members develop valuable work skills; earn money for continuing education; and strengthen the lives of their families, communities, and the State of Colorado as a whole; and
Whereas, since AmeriCorps was founded in 1994, 40,000 AmeriCorps members in Colorado served more than 41 million hours and earned education awards totaling more than $108.5 million; and
Whereas, AmeriCorps Week is an opportunity to recognize the dedication and commitment of the more than 1.3 million Americans who have chosen to serve their country through AmeriCorps and their community partners, and to encourage more Americans to follow their footsteps in service.
Now, Therefore, Be It Resolved That, the Board of Commissioners of the County of Adams, State of Colorado, proclaims March 9-15, 2025, as “AmeriCorps Week” and urges citizens to thank AmeriCorps members and alumni for their service and to find their own ways to give back to their communities. Animal Control Appreciation Week
April 13-19, 2025
Whereas, the National Animal Care and Control Association has designated the second week of April as National Animal Control Appreciation Week; and,
Whereas, various federal, state, and local government officials throughout the county take this time to recognize, thank, and commend all Animal Management Officers for the dedicated service they provide to the citizens, public safety, and public agencies and departments across the nation; and,
Whereas, every day, Animal Management Officers put themselves in potentially dangerous situations to protect the health, welfare, and safety of animals and the public; and,
Whereas, the Adams County Board of County Commissioners recognizes and commends the Animal Management Officers for the many dedicated and long hours of service in serving this community and for fulfilling the county’s commitment to provide the highest and most efficient level of customer service.
Now, Therefore, Be It Resolved, that Board of County Commissioners, of the County of Adams, State of Colorado, does hereby proclaim April 13-19, 2025, as National Animal Control Appreciation Week and encourages all citizens, public safety, health and public service personnel to join us in expressing sincere thanks and appreciation for the many long hours of outstanding service these individuals provide throughout the year to assure the safety and welfare of all.

Asian American and Pacific Islander Heritage Month
May 2025
Whereas, Asian American and Pacific Islander Heritage Month seeks to honor and recognize the contributions of residents from Asia, India, and the Pacific Islands; and,
Whereas, Asian Americans and Pacific Islanders have a rich heritage thousands of years old; and,
Whereas, efforts to formally recognize their contributions began in 1977–1978, when members of Congress introduced resolutions to establish a commemorative week in May; and
Whereas, on May 7, 1990, President George H.W. Bush issued Presidential Proclamation 6130, expanding this recognition to the entire month of May and officially designating it as Asian/Pacific American Heritage Month; and,
Whereas, Asian American and Pacific Islanders make up approximately 4% of the Adams County population and are one of the fastest growing communities in Adams County; and,
Whereas, Commissioner Lynn Baca is recognized as the first Latina Asian Pacific Islander to serve as an Adams County Commissioner; and,
Whereas, the Federal Asian Pacific American Council (FAPAC) has announced the 2025 theme for Asian Americans and Pacific Islander Heritage Month: “A Legacy of Leadership and Resilience”; and,
Whereas, this year’s theme uses imagery of bamboo to symbolize the resilience, adaptability, and perseverance of Asian Americans and Pacific Islanders, while also recognizing the challenges, including the “bamboo ceiling,” that many continue to face in achieving advancement and equity; and,
Whereas, throughout history, Asian Americans and Pacific Islanders have transformed adversity into progress through public service, innovation, and leadership—leaving a lasting impact on our communities.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims May 2025 as Asian American Pacific Islander Heritage Month and encourages all residents to participate in activities in promotion of Asian American and Pacific Islander heritage.

Baháʼí Festival of Ridván
April 20-May 1, 2025
Whereas, each year, the Baháʼí community worldwide observes the Festival of Ridván, this year starting on April 20 – May 1, 2025; and,
Whereas, Adams County has Baháʼí Communities in Westminster, Commerce City, Thornton, and Northglenn who celebrate these Holy Days during Ridván every year; and,
Whereas, the Baháʼí international community espouses a world free from prejudice and hate, peaceful and prosperous for all; and,
Whereas, Baháʼís seek to serve their community and humankind through meaningful work, which, done in the fullness of the heart, is considered worship; and,
Whereas, Baháʼís live in nearly all countries on earth and are charged with working for peace and understanding among all peoples.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims April 20-May 1, 2025, as the “ Baháʼí Festival of Ridván” and encourages all residents to honor these celebrations and the contributions made by the local and international Baháʼí communities toward lasting peace.

Black History Month 2025
Whereas, each year, the United States observes Black History Month (also known as African American History Month) by celebrating the culture, heritage, and countless contributions by Blacks or African Americans and recognizing their central role in U.S. history; and
Whereas, the most current population of Adams County is approximately 3.5% Black or African American; and
Whereas, what began in 1926 as Negro History Week under the Association for the Study of Negro Life and History was expanded by President Gerald Ford in 1976 to a month-long celebration, officially recognized by Congress in 1986, with Black History Month now celebrated every February; and
Whereas, this year’s theme, “African Americans and Labor,” explores how work, both paid and unpaid, has shaped the collective experiences of Black people. It highlights the transformational impact of Black labor in agriculture, education, entrepreneurship, and organized movements. This theme celebrates the profound contributions of Black workers throughout U.S. history and the diaspora.
Whereas, Blacks or African Americans continue their rich history of significant and diverse contributions to the cultural, educational, economic, and political vitality of Adams County.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, does hereby proclaim February 2025 as Black History Month and encourages all residents to honor the rich diversity of the Black or African American community and celebrate the many ways they contribute to our nation and society. “Bring Your Child to Work Day”
April 24, 2025
Whereas, Bring Your Child to Work Day is a nationwide call to action designed to help our nation’s children explore the workforce and inspire them in their future work lives; and,
Whereas, each year, Bring Your Child to Work Day makes positive differences in the lives of our youth by creating a wide range of experiences to instill the confidence necessary to acquire the skills and attitudes to live full lives; and,
Whereas, Bring Your Child to Work Day helps parents bond with their children and secure their status as professional role models; and,
Whereas, there is a recognized challenge in balancing work and family life in today’s economy, and Bring Your Child to Work Day helps by giving working parents an opportunity to connect more deeply with their children; and,
Whereas, Bring Your Child to Work Day provides children with the opportunity to see how subjects like math, English, and science are applied in real-world situations; and,
Whereas, children want and expect a future in which they are able to influence all parts of their lives, and Bring Your Child to Work Day provides a forum for our children to explore careers and skills and empowers them to set goals and create a future career path and share their ideas about the workplaces of the future; and,
Whereas, Bring Your Child to Work Day is a public education campaign that amplifies the voices of children, shares the vision of our nation’s children for a better future, and works to help girls and boys make their vision for today their reality of tomorrow.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims April 24, 2025, as Bring Your Child to Work Day in Adams County.

April 2025
Whereas, every child in Adams County deserves to grow up in a safe, nurturing environment, free from harm; and child abuse and neglect have devastating effects on children, families, and communities, leading to long-term physical, emotional, and psychological harm; and,
Whereas, National Child Abuse Prevention Month, observed each April, provides an opportunity for individuals and organizations to come together to promote programs and policies that strengthen families and protect children; and,
Whereas, enhancing protective factors such as parental resilience, social connections, concrete support, and child development knowledge helps reduce abuse and neglect while promoting family stability and positive outcomes for children; and,
Whereas, the Board of County Commissioners recognizes that the prevention of child abuse and neglect has been a shared responsibility between parents, caregivers, educators, communitybased organizations, professional staff of the Adams County Health Department, 17th Judicial District Attorney’s Office, Adam’s County Sheriff’s Office, Adams County Human Services, Court Appointed Special Advocates, Ralston House Child Advocacy Center and various Adams County law enforcement agencies; and,
Whereas, the Board of County Commissioners encourages all residents to advocate for and support efforts to prevent child abuse by creating awareness, supporting community resources, and fostering safe and healthy environments for children.

April 22, 2025
Earth Day
Whereas, this year marks the 55th anniversary of the Earth Day movement with a theme of “Our Power, Our Planet,” emphasizing the critical role of renewable energy, and is celebrated in 192 countries; and,
Whereas, the global community faces challenges such as health issues, food and water shortages, and economic struggles; and,
Whereas, all people, regardless of race, gender, income, or geography have a right to a healthy, sustainable environment with economic growth and opportunity; and,
Whereas, we are all caretakers of our planet and have an obligation to combat environmental degradation to preserve the Earth’s beauty and resources; and,
Whereas, Adams County’s Green Team is a group of county employees from multiple departments who share a passion for protecting the environment and are engaged in advancing sustainability within the organization; and,
Whereas, Adams County is holding its first Earth Day Celebration on Saturday, April 26, at Bison Ridge Recreation Center as another way to promote sustainable practices; and,
Whereas, the Adams County Board of Commissioners approved the Sustainable Adams County 2030 Plan on April 21, 2015, and approved updates to the Plan on December 7, 2021, as part of the ongoing effort to continually identify and adopt sustainable practices, initiatives, and policies that save tax dollars, support prosperous businesses, protect the health of employees and residents, and assure clean land, air, and water.
Now, Therefore, Be it Resolved, the Board of County Commissioners, of the County of Adams, hereby proclaims April 22, 2025, as Earth Day and encourages all businesses, institutions, and individuals to celebrate the Earth and commit to caring for the planet and its resources.

Fair Housing Month
April 2025
Whereas, the Fair Housing Act, enacted on April 11, 1968, enshrined into federal law the goal of eliminating racial segregation and ending housing discrimination in the United States; and
Whereas, the Fair Housing Act prohibits discrimination in housing based on race, color, religion, sex, familial status, national origin, and disability; and
Whereas, the ongoing struggle for dignity and housing opportunity for all is not the exclusive providence of the Federal government; and
Whereas, vigorous local efforts are taken to remove illegal barriers to equal opportunity in housing; and
Whereas, Adams County is committed to the mission and the intent of the Fair Housing Act to provide fair and equal housing opportunities for all and to affirmatively further fair housing; and
Now Therefore, Be It Resolved, that in pursuit of the shared goal and responsibility of providing equal housing opportunities for all, the Board of Commissioners of the County of Adams, State of Colorado, does hereby proclaim April 2025 as Fair Housing Month and encourages all agencies, institutions and individuals, public and private, in Adams County to abide by the letter and the spirit of the Fair Housing Act.

Foster Care Month
May 2025
Whereas, in 1988, May was nationally declared Foster Care Month to raise awareness about the importance of foster care in supporting families and encouraging community involvement as foster families and volunteers; and,
Whereas, Adams County understands that children are the key to our future success and prosperity. Every child deserves a safe and loving childhood, and foster families can provide the nurturing environments needed for healing and growth; and,
Whereas, we express gratitude to the many organizations, businesses, families, and volunteers dedicated to enhancing the well-being of children in foster care; and,
Whereas, in an average month in 2024, Adams County had 385 youth in a foster care placement. We are experiencing a shortage of foster families, and there is no better month to begin the process of becoming a foster parent than May, National Foster Care Month; and,
Whereas, the Adams County Board of County Commissioners recognizes the vital role foster parents play in the lives of children and youth in foster care; and the roles the Adams County Human Services foster care team, and the community play in empowering children and youth to thrive in foster care.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims May 2025 as Foster Care Month.

“International Holocaust Remembrance Day”
January 27, 2025
Whereas, each year, the international community observes January 27th as International Holocaust Remembrance Day by honoring the six million Jewish victims of the Holocaust and millions of other victims of Nazism; and,
Whereas, the Greater Denver Jewish Community Study, last conducted in 2019, focusing on Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, and Jefferson Counties, documented approximately 134,900 people in Jewish households; and,
Whereas, it was officially proclaimed by the United Nations General Assembly in November 2005, in commemoration of the victims of the Holocaust; and,
Whereas, January 27th 1945 marks the anniversary of the liberation of the Nazi Concentration and Extermination Camp of Auschwitz-Birkenau (Ow’-switch Berken-now’) by Soviet troops; and,
Whereas, Audrey Azoulay, (Aud’-ray Az’-you-lay) Director-General of United Nations Education, Scientific and Cultural Organization, states “The International Day of Commemoration in Memory of the Victims of the Holocaust is a time to mourn those who disappeared and to reflect upon the choice of the individuals and governments that allowed this genocide to unfold. It is also a call for vigilance and for action, to address the root causes of hatred and prevent future atrocities from happening.”; and,
Whereas, the Holocaust has had universal implications and consequences throughout the world, it is the collective and shared responsibility of all for addressing the ongoing trauma; remembering the lives lost and impacted; maintaining historic sites; and promoting education, documentation, and research.
Now, Therefore, Be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims January 27, 2025, as “International Holocaust Remembrance Day” and encourages all residents to honor the lives of those lost and impacted by the Holocaust. “Lunar New Year 2025”

Whereas, each year, the international community observes the Lunar New Year, this year starting on January 29, with celebrations taking place around the world for many East and Southeast Asian cultures who celebrate it, including Chinese, Korean, Vietnamese, and others; and
Whereas, the population of Adams County is approximately 3.96% Asian; and
Whereas, each year is represented by the Yang or Yin form of one of the five elements and one of the 12 animals from the Chinese zodiac; and
Whereas, this year is designated as the Year of the Snake. As we transition from the Year of the Dragon, we embrace the wisdom and transformative energy of the Snake. The Year of the Snake is associated with qualities such as wisdom, knowledge, intelligence, and creativity; and
Whereas, different cultures have their own distinctive ways of observing the Lunar New Year with special foods and customs that symbolize prosperity, unity, and abundance. Many families hold ceremonies to honor their ancestors, offering food and burning paper representations of material goods. Homes are often decorated with red paper and banners featuring calligraphy that conveys wishes for health, wealth, and happiness. Elders commonly give red envelopes filled with money to children as a gesture of goodwill. Foods made from rice are commonly enjoyed during the festivities, symbolizing family unity, while other dishes represent prosperity, wealth, and good fortune; and
Whereas, Adams County’s employee-led A-Proud Affinity Group, Asian American and Pacific Islanders (AAPI), connects Asian, Asian American, and Pacific Islander employees and entrepreneurs to celebrate the diverse cultures and professional backgrounds within our communities; and
Whereas, neighboring countries in Asia have created their own celebrations influenced by the Lunar New Year.
Now, Therefore, Be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims January 29, 2025 as “The start of the 2025 Lunar New Year” and encourages all residents to honor the rich diversity of the Asian community and celebrate the many ways they contribute to our nation and society. “National Crime Victims’ Rights Week”
April 6-12, 2025
Whereas, the term “victim” is more than just a label and has legal standing and protections that go along with it; and,
Whereas, crime victims’ rights acts passed here in Colorado and at the federal level guarantee victims the right to meaningfully participate and use their voice in the criminal justice process; and,
Whereas, victim services providers, advocates, law enforcement officers, attorneys and other allied professionals can help survivors find their justice by enforcing these rights; and,
Whereas, the right to provide an impact statement ensures that victims’ voices are considered in court during the sentencing and, when applicable, restitution processes; and,
Whereas, including and elevating the voices of survivors makes certain they are heard and seen and creates a path to forgoing and sustaining community trust; and,
Whereas, engaging survivors creates responses and services that are credible, meaningful, and centered on the individual needs; and,
Whereas, survivors’ lived experience can serve as a catalyst for implementing innovative programs, shifting existing programs in new directions, and changing polices and practices that prevent survivors from accessing services or pursuing justice; and,
Whereas, honoring the rights of victims, including the right to be heard and to be treated with fairness, dignity, and respect, and working to meet their needs rebuilds their trust in the criminal justice system; and,
Whereas, National Crime Victims’ Rights Week, April 6-12, 2025, is an opportune time to recommit listening to crime survivors in every space where decisions are made that could impact them.
Now Therefore Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, the District Attorney for the Seventeenth Judicial District, and the Sheriff of Adams County are hereby dedicated to serving victims, building trust, and restoring hope for justice and healing and reaffirm their commitment to creating a victim service and criminal justice response that assists all victims of crime during Crime Victims’ Rights Week and throughout the year; and express their sincere gratitude and appreciation for those community members, victim service providers, and criminal justice professionals who are committed to improving Adams County’s response to all victims of crime so that they may find relevant assistance, support, justice, and peace. Whereas, the week of April 7 – 13, 2025 is National Public Health Week; with a theme of “It Starts Here: Emphasizing the Critical Role Public Health Plays in Our Daily Lives.” Adams County Health Department celebrates this theme through its work with Adams County residents and community partners to promote and protect the health of all residents through a variety of programs and services; and,
Whereas, the successful pursuit of public health requires an understanding of community and a shared future. When we all come together to support public health-individuals, families, communities, and the public health field-we can achieve the goals of public health; and,
Whereas, the Adams County Board of County Commissioners have committed to fostering a healthy, equitable, and resilient community for all residents; and,
Whereas, dedicated public health professionals in Adams County work tirelessly to protect and improve the health of our community through disease prevention, health promotion, emergency preparedness, and policy and advocacy; and,
Whereas, economic stability, access to health care, and safe, affordable housing are key social determinants of health that profoundly impact individual and community well-being; and,
Whereas, community engagement and collaboration are essential to address health disparities, promote sustainability, and ensure access to health for all; and,
Whereas, public health organizations use National Public Health Week to educate public policymakers and public health professionals on issues that are important to improving the health of the people of the United States; and,
Whereas, public health professionals collaborate with partners outside of the health sector, including city planners, transportation officials, education officials, community-based organizations, and private sector businesses, recognizing that other sectors can influence health outcomes; and,
Whereas, efforts to adequately support public health and the prevention of disease and injury can continue to transform a health system focused on treating illness into a health system focused on addressing health inequities preventing disease and injury and promoting wellness.

Older Americans Month
May 2025
Whereas, the United States observes Older Americans Month to recognize the over 55 million older Americans’ contributions to our society; and,
Whereas, what began as Senior Citizens Month in the 1960’s where one-third of the aging population was living in poverty with little assistance from the government; and,
Whereas, the population of individuals 60+ is almost 93,000 within Adams County and is projected to increase; and,
Whereas, Adams County Board of County Commissioners has been innovative with investing resources to support the older Adams County residents; and,
Whereas, Adams County residents are encouraged to join together to respect, honor, and celebrate an aging person and affirm our commitment to provide services to older adults.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims May 2025 as Older Americans Month and urges all citizens to join the local, statewide, national, and world efforts to raise awareness and to help prevent elder abuse.
Proclamation – “Sexual Assault Awareness Month” – April 2025
Whereas, April is Sexual Assault Awareness Month and calls attention to the fact that sexual violence is widespread by impacting 1 in 3 women and 1 in 6 men in Colorado; and,
Whereas, rape, sexual assault, and sexual harassment impacts citizens of Adams County, regardless of age, race or gender; and,
Whereas, Adams County acknowledges the National Sexual Assault Awareness Month theme of “Together We Act United We Change” highlights the importance of working together. Enhancing public understanding of sexual violence, amplifying the voices of survivors, and empowering us to work together to promote the safety and well-being of others; and,
Whereas, victims of sexual assault are significantly more likely to suffer from depression, posttraumatic stress disorder, chemical dependencies, and even contemplate suicide; and,
Whereas, this crime occurs far too frequently, goes unreported far too often, and leaves long lasting psychological, physical and emotional scars; and,
Whereas, as a community, we share the responsibility for supporting victims by believing others when it does occur, and bringing perpetrators to justice, whatever justice means to those who are victimized; and,
Whereas, we must work together to educate the Adams County community about sexual violence, supporting survivors, and speaking out against harmful attitudes and actions impeding victims from seeking services; and,
Whereas, prevention is possible when the entire community is involved. The first step is increasing awareness through education, supporting and believing victims. It’s time for all of us across the country to take action to prevent sexual violence; and,
Now, Therefore Be Resolved, that the Adams County Board of Commissioners does hereby proclaim the month of April 2025 as “Sexual Assault Awareness Month.” Now is the time that we, the undersigned, are taking action as leaders in our community in creating an environment in which sex assault is unacceptable and survivors are supported. We join criminal justice agencies, victim advocates and community service providers across Adams County in taking action to prevent sexual violence each day of the year and create change for the future. “Stormwater Management and Flood Awareness Month”

Whereas, Adams County has been a member of the National Flood Insurance Program Community Rating System since 2015; and,
Whereas, comprehensive planning for floodplain management is important to enhance life safety for Adams County citizens and to reduce flood damage to property within Adams County; and,
Whereas, comprehensive planning for stormwater management is important to protect the quality of stormwater runoff from development within Adams County and to minimize stormwater pollution; and,
Whereas, Adams County implements Stormwater and Floodplain Management Programs through several departments: Community and Economic Development, Public Works, Parks, Open Space & Cultural Arts, the Sheriff’s Office and the Office of Emergency Management. It is led by the Floodplain Administrator with support from the Business Solutions Group of the Information Technology and Innovation Department; and,
Whereas, the Programs are implemented in accordance with Federal laws, State laws, and Adams County Development Standards and Regulations; and,
Whereas, the Programs provide services to the public, including enhanced public safety, reduceddamage to property and public infrastructure, stormwater quality and environmental protection, and opportunities for education about stormwater and flooding; and,
Whereas, the activities of the Programs have allowed for a ten percent (10%) discount on flood insurance for property owners within Adams County since 2020; and,
Whereas, well-informed people make better decisions and they take steps to protect themselves from flooding by retrofitting their homes, buying flood insurance, and planning the actions they will take during the next flood event; and,
Whereas, Adams County is a StormReady® Certified community recognized by the National Weather Service program to have reached a high level of severe weather preparedness since 2018. Whereas, on January 27, 2025, the Arvada Chamber of Commerce announced its official rebrand to the Greater Arvada Chamber of Commerce to reflect its growth, evolution, and commitment to serving the regional needs of the business and non-profit community; and,
Whereas, this exciting milestone coincides with the Chamber’s 100th anniversary, marking a century of leadership, advocacy, and impact in the Arvada community and beyond; and,
Whereas, throughout the past century, the Greater Arvada Chamber has been a steadfast advocate for local businesses, adapting to the ever-changing landscape of the economy and community needs; and,

March 2025
Whereas, each year, the United States observes Women’s History Month by celebrating the often overlooked contributions of women in history, society, and culture. March is selected as the month of observing Women’s History Month to correspond with International Women’s Day on March 8; and,
Whereas, the population of Adams County is approximately 49.2% female; and
Whereas, Adams County has 12,562 women-owned businesses; and,
Whereas, what began in 1978 as Women’s History Day, when the idea caught on, and in 1980, the National Women’s History Alliance championed for the holiday to be observed as a national week which was expanded by President Jimmy Carter, who issued the first proclamation declaring the week of March 8 as National Women’s History Week. Since 1987, the United States has formally recognized March as National Women’s History Month; and,
Whereas, this year’s theme, “Moving Forward Together! Women Educating & Inspiring Generations,” celebrates the collective strength and influence of women who have dedicated their lives to education, mentorship, and leadership. We recognize the example of women, who are committed to embracing everyone and excluding no one in the common quest for freedom & opportunity. We honor local women past and present who have taken the lead to show the importance of change and establish firm safeguards, practices, and legislation reflecting these values. Following decades of discrimination, we are proud to celebrate women who work for inclusion, equality, and fairness; and
Whereas, although too numerous to recognize individually by name, women have also served and continue to serve as civil rights leaders, community organizers, politicians, soldiers, educators, journalists, first responders, pioneers in art and science, healthcare professionals, athletes, inventors, entertainers, and so much more; and,
Whereas, women continue their rich history of significant and diverse contributions to the cultural, educational, economic, and political vitality of Adams County; and,

“Recognition of Gene Ciancio”
Whereas, Gene Ciancio served on the Metropolitan Stadium District Board of Directors, as the Adams County Representative, for 27 years, since 1997; and,
Whereas, Gene served as the Chair of the Finance and Audit Committees for the District and brought his legal expertise to the table and was always dialed into board business events when others were not so focused; and,
Whereas, Gene was very engaged in the work of the District and worked on the sale of the Broncos team which resulted in the almost $1.1 million Adams County recently received; and,
Whereas, Gene worked on the naming rights negotiations to ensure that the deal was maximized in order to use the funds to enhance the publicly owned stadium facility; and,
Whereas, the Board of County Commissioners would like to recognize Gene for his service on the Metropolitan Stadium District Board of Directors and representing the county for almost three decades, staying focused on Adams County as our representative, and earnestly following through with his appointment.
