Proclamation
“America 250 – Colorado 150”
Whereas, the year 2026 marks the 250th anniversary of the signing of the Declaration of Independence; and,
Whereas, the year 2026 marks Colorado’s 150th anniversary of statehood; and,
Whereas, Adams County, founded in 1901 has contributed proudly and significantly to the history of our nation and our state for more than 122 years; and,
Whereas, in 2016 the United States Congress established by Joint Resolution the America 250 Commission to encourage observance of the 250 years of our nation’s existence; and,
Whereas, the Colorado legislature established the America 250 – Colorado 150 Commission with the passage of Senate Bill 2022-011, and the Commission has determined its mission and purpose is to celebrate Colorado by acknowledging the completeness of our shared history, honor that which makes Colorado unique, and strive toward a more perfect union; and,
Whereas, it is appropriate that Adams County engages fully with our past and looks toward a shared future; and,
Whereas, Adams County encourages its citizens to create and participate in programs that will commemorate the history of our city, our state, and our nation.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, hereby proclaims that Adams County will fully engage in commemorative activities leading up to and during the Commission’s stated length of observance: July 4, 2025, through December 31, 2026.
Be It Further Resolved, that the Board urges community members to take advantage of the resources available from the America 250 Commission, the America 250 – Colorado 150 Commission, and Adams County to observe the sesquisemiquincentennial anniversary by coordinating commemorative events, planning historical activities, providing opportunities for public discourse, creating new scholarship around Colorado’s complete history, creating new educational opportunities, and by seeking opportunities for historic preservation. Adams County pledges to uplift, support, and generate commemorative opportunities.

“Asian American and Pacific Islander Heritage Month”
May 2024
Whereas, Asian American and Pacific Islander Heritage Month seeks to honor and recognize the contributions of residents from Asia, India, and the Pacific Islands; and,
Whereas, Asian Americans and Pacific Islanders have a rich heritage thousands of years old; and,
Whereas, the month of May was chosen to commemorate the first Japanese immigration to the United States in May 1843, and to mark the anniversary of the completion of the transcontinental railroad on May 10, 1869, completed predominantly by Chinese immigrant workers; and,
Whereas, the theme for this year is Advancing Leaders Through Innovation. This theme pays homage to the visionaries and trailblazers who have shaped our history and continue to influence our collective future. AAPI leaders have made lasting contributions to our Nation’s economic prosperity, technological advancements, and social/political change through their ingenuity and creativity while navigating significant cultural and systemic barriers; and,
Whereas, Asian American and Pacific Islanders make up approximately 4% of the Adams County population and are one of the fastest growing communities in Adams County; and,
Whereas, Judge Cindy Dang is recognized as the first female Vietnamese Judge to serve in the 17th Judicial District in Adams County; and,
Whereas, Commissioner Lynn Baca is recognized as the first Latina Asian Pacific Islander to serve as an Adams County Commissioner; and,
Whereas, we acknowledge Asian American and Pacific Islanders who have lived and worked in Adams County for many years, contributing to Adams County’s economy, culture, education, politics, arts, literature, science, and technological developments, despite institutional, social, and systemic injustices designed to prevent and limit these achievements and contributions; and,
Whereas, through the A-Proud AAPI Affinity Group, employees connect and celebrate the diverse cultures and professional backgrounds within our communities; and,
Whereas, Asian American and Pacific Islander Heritage Month allows us to appreciate and celebrate the importance of inclusion and building a brighter future for all residents by recognizing the contributions and accomplishments of Asian Americans and Pacific Islanders.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaim May 2024 as “Asian American Pacific Islander Heritage Month” In witness whereof, we have set our hands and caused the seal of the county to be affixed May 14, 2024.
Proclamation – Attendance Awareness Month – September 2024
Whereas, the nation is experiencing a school absenteeism crisis, making good attendance more essential than ever to student well-being, achievement, and the pursuit of successful adulthood through various educational and vocational paths; and,
Whereas, students and families are more likely to show up and engage when there are positive conditions for learning in their communities, including physical and emotional health and safety; a sense of belonging, connection, and support; academic challenges and engagement; and adults and peers with social-emotional competency; and,
Whereas, reducing chronic absence (missing 10% or more of school for any reason) requires a collective visioning of a comprehensive, trauma-informed approach that starts with prevention and early intervention that create a communal sense of belonging for students and families in Adams County; and,
Whereas, consistent school attendance is foundational to the economic prosperity, health, and overall well-being of communities. It helps develop an educated, healthy, and socially responsible population, which in turn nurtures our thriving and resilient Adams County community; and,
Whereas, improving attendance and engagement takes schools, families, elected leaders, and other community partners working together to improve attendance, engagement, and trust in our schools and to identify and address barriers to being in school; and,
Whereas, Adams County families, business owners, leaders, and youth play a crucial role in changing the culture of school attendance in our communities. It is imperative we increase our dialogues about school attendance and commit to noticing early signs of chronic absenteeism. By doing so, we can engage students and families promptly with the necessary support and resources; a vital early intervention strategy to fostering an environment where every student is present and ready to learn, has increased access to resources, increased feelings of belonging, and improved family-school relationships; and,
Whereas, Adams County stands with the nation in recognizing September as “Attendance Awareness Month,” and supports the work done by the Adams County Collaborative Management Program to reduce absenteeism and address the factors that cause students to miss school to ensure all children have an equal opportunity to learn, grow, and thrive academically, emotionally, and socially; and,
Whereas, communities must work together to strengthen an environment that motivates school attendance and sends the message that every student has the power to take responsibility for their learning, engagement, and growth, and also must work to hold systems accountable for providing healthy, safe environments for all students to thrive and succeed. Now, Therefore, Be It Resolved that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims September 2024 as “Attendance Awareness Month.” In witness whereof, we have set our hands and caused the seal of the county to be affixed September 3, 2024.

Baháʼí Festival of Ridván
April 2024
Whereas, each year, the Baháʼí community worldwide observes the Festival of Ridván, this year starting on April 20 (the first day of Ridván) and continuing celebrations occurring on April 28 (the ninth day of Ridván) and May 1 (the twelfth day of Ridván); and,
Whereas, Adams County has Baháʼí Communities in Westminster, Commerce City, Thornton, and Northglenn who celebrate these Holy Days during Ridván every year; and,
Whereas, the Baháʼí international community espouses a world free from prejudice and hate, peaceful and prosperous for all; and,
Whereas, Baháʼís seek to serve their community and humankind through meaningful work, which, done in the fullness of the heart, is considered worship; and,
Whereas, Baháʼís live in nearly all countries on earth and are charged with working for peace and understanding among all peoples.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims April 20 and 28, and May 1, 2024, as the “ Baháʼí Festival of Ridván” and encourages all residents to honor these celebrations and the contributions made by the local and international Baháʼí communities toward lasting peace.

“Black History Month”
February 1- March 1, 2024
Whereas, each year, the United States observes Black History Month (also known as African American History Month) by celebrating the culture, heritage, and countless contributions by Blacks or African Americans and recognizing their central role in U.S. history; and,
Whereas, the most current population of Adams County is approximately 4.4% Black or African American; and,
Whereas, Adams County was featured in the Washington Post in 2021 as one of 64 counties in America with the majority of the population identifying as a person of color; and,
Whereas, what began in 1926 as Negro History Week under the Association for the Study of Negro Life and History was expanded by President Gerald Ford in 1976 to cover the entire month starting on February 1 and ending on March 1; and,
Whereas, this year’s theme, ‘African Americans and the Arts’, brings to light the lived experiences of African Americans throughout history. Visual and performing arts have been crucial in preserving history, community memories, and bolstering empowerment; and,
Whereas, Adams County has two employee-led A-Proud affinity groups, Men of Color and Women of Color, that provide support and create a sense of brother/sisterhood and belonging from one another through shared life, work, and personal experiences. These affinity groups institute action plans when needed to support a better culture and maintain an environment conducive to diversity within Adams County; and,
Whereas, Blacks or African Americans continue their rich history of significant and diverse contributions to the cultural, educational, economic, and political vitality of Adams County.
Now, Therefore, Be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims February 1-March 1, 2024 as “Black History Month” and encourages all residents to honor the rich diversity of the Black or African American community and celebrate the many ways they contribute to our nation and society.

“Child Abuse Awareness and Prevention Month”
April 2024
Whereas, the Adams County Board of Commissioners prides itself on giving back to the community, contributing to the quality of life of all our citizens; and,
Whereas, Child Abuse Prevention & Awareness Month draws attention to the hundreds of innocent child victims in Adams County each year who suffer from physical, sexual or emotional abuse and neglect at the hands of their parents or guardians; and,
Whereas, the Court Appointed Special Advocates (CASA) of Adams & Broomfield Counties, in association with the National CASA Association, speaks up for the basic human rights of our abused and neglected children who are involved in the human services and court systems, through no fault of their own; and,
Whereas, through community efforts, Adams County residents are encouraged to join together to raise awareness during the month of April, and continuing throughout the year, for our most vulnerable children who have fallen victim to abuse and neglect; and,
Whereas, through this effort, Adams County citizens will help to ensure that abused and neglected children have the opportunity to live in safe, loving, permanent homes and have hope for their future.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims April 2024 as “Child Abuse Awareness and Prevention Month” and urges all citizens to join the local, statewide and national efforts to raise awareness and to help prevent child abuse and neglect.

“Code Compliance Officers Month”
October 2024
Whereas, Adams County Code Compliance Officers are dedicated, well-trained and highly qualified professionals who are committed to improving neighborhoods in the course of their daily duties; and,
Whereas, Code Compliance Officers share the goals of preventing neighborhood deterioration, enhancing and ensuring safety, and preserving property values through knowledge and application of housing, zoning, and nuisance codes and ordinances; and,
Whereas, Code Compliance Officers are called upon to provide quality customer service and excellence to the residents and businesses of the communities in which they serve; and,
Whereas, Code Compliance Officers often have a highly visible role in the communities they serve and regularly interact with a variety of state officials, county officials, first responders, legislative boards, commissions, and agencies; and,
Whereas, Adams County wants to recognize and honor Code Compliance Officers and Professionals and bring awareness to the importance of Code Compliance to the community.
Now Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims the month of October 2024 as “Code Compliance Officers Month” and encourages our residents to join with their communities in celebrating the individuals who serve as our Code Compliance Officers.

Proclamation – “Domestic Violence Awareness Month” – October 2024
Whereas, over the course of their lives, one in three women will experience domestic violence; one in every four women will experience sexual assault; one in seven men are the victim of severe physical violence by an intimate partner; and transgender individuals are approximately two times more likely to experience physical domestic violence; and,
Whereas, approximately 15.5 million children are exposed to domestic violence every year; and 7 million children live in families in which severe intimate partner violence occurred; and,
Whereas, in 2022, 39 individuals were murdered in Colorado by an intimate partner and there were an additional 22 collateral fatalities during domestic violence incidents including six children ages 16 and under; and,
Whereas, domestic violence is a serious crime that affects people of all races, ages, gender, and income levels, though some groups are at higher risk of experiencing violence from an intimate partner; and,
Whereas, the crimes of domestic and sexual violence violate an individual’s privacy, dignity, security, and humanity due to the systematic use of physical, emotional, sexual, psychological, and economic control and/or abuse; and,
Whereas, victims of domestic violence should have access to medical and legal services, counseling, emergency and transitional housing, and other supportive services so that they can safely escape the cycle of abuse; and,
Whereas, we encourage domestic and sexual violence victims and their families to seek assistance from appropriate victims’ services organizations such as the dedicated systems and non-profit based victim advocates in Adams County; and,
Whereas, the 17th Judicial District Domestic Violence High Risk Team, state coalitions, national organizations, and other agencies nationwide are committed to increasing public awareness of domestic and sexual violence and its prevalence, and to eliminating it through prevention and education; and,
Whereas, important partnerships have been formed among criminal and juvenile justice agencies, healthcare providers, allied professionals, and victim services to assist victims of domestic and sexual violence and their families; and,
Whereas, Adams County, Colorado, has a moral obligation to work to prevent domestic violence, address its brutal and destructive effects and make ending domestic violence a local priority. Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims October 2024 as “Domestic Violence Awareness Month” and urges all residents to actively support first responders, victims of crime and their service providers in our community, and to work towards the elimination of domestic violence and sexual assault. Proclamation “Earth Day”
April 22, 2024
Whereas, this year marks the 54th anniversary of the Earth Day movement with a theme of “Planet vs. Plastics,” and is celebrated in 193 countries; and,
Whereas, the global community faces challenges such as health issues, food and water shortages, and economic struggles; and,
Whereas, all people, regardless of race, gender, income, or geography, have a right to a healthy, sustainable environment with economic growth and opportunity; and,
Whereas, we are all caretakers of our planet and have an obligation to combat climate change and environmental degradation to preserve the earth’s beauty and resources; and,
Whereas, Adams County’s Green Team is a group of county employees from multiple Departments who share the passion for protecting the environment, and are engaged in advancing sustainability within the organization; and,
Whereas, the Adams County Board of Commissioners approved the Sustainable Adams County 2030 Plan on April 21, 2015, and approved updates to the Plan on December 7, 2021, as part of the ongoing effort to continually identify and adopt sustainable practices, initiatives, and policies that save tax dollars, support prosperous businesses, protect the health of employees and residents, and assure clean land, air, and water.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims April 22, 2024, as “Earth Day” and encourages all businesses, institutions, and individuals to celebrate the Earth and commit to caring for the planet and its resources.

“Economic Development Week”
May 6-10, 2024
Whereas, communities rely on economic development professionals to promote and improve economic well-being and quality of life; and,
Whereas, economic developers are engaged in a wide variety of settings, including rural and urban, local, state and federal governments, public-private partnerships, chambers of commerce, universities, and a variety of other organizations and institutions in both the public and private sectors; and,
Whereas, economic developers work to support and enhance existing businesses, as well as stimulate and incubate entrepreneurism to help establish the next generation of new businesses; and,
Whereas, economic development is rooted in critical community partnerships between the public and private sectors to promote a shared vision for developing resilient communities; and,
Whereas, for communities like Adams County, that means coordinating activities that create, retain, and expand businesses and employment opportunities to facilitate sustainable growth, promote the economic and social well-being of residents, and provide a stable tax base; and,
Whereas, the County’s Economic Development Division works to support all businesses and residents of Adams County with direct business engagement in unincorporated areas, and also in partnership with the economic development professionals within our cities, as well as with state and regional partners, to attract and retain high-quality jobs and improve the quality of life for our community.

Adams County Employee Recognition Day
September 4, 2024
Whereas, the Adams County Board of Commissioners proudly acknowledges the invaluable contributions of our dedicated employees, which serve as the cornerstone of an efficient and responsive county government; and,
Whereas, the Board of County Commissioners is unwavering in its commitment to honor and celebrate these exceptional contributions throughout the year 2024; and,
Whereas, it is a long-standing tradition in Adams County to set aside a special day dedicated to recognizing and appreciating the remarkable efforts of our employees.
Now, Therefore, Be It Resolved, by the Board of County Commissioners, of the County of Adams, State of Colorado, that September 4, 2024, is hereby officially designated as “Adams County Employee Recognition Day.”

“Fair Housing Month”
April 2024
Whereas, the Fair Housing Act, enacted on April 11, 1968, enshrined into federal law the goal of eliminating racial segregation and ending housing discrimination in the United States; and,
Whereas, the Fair Housing Act prohibits discrimination in housing based on race, color, religion, sex, family status, national origin, and disability; and,
Whereas, the ongoing struggle for dignity and housing opportunity for all is not the exclusive role providence of the Federal government; and,
Whereas, vigorous local efforts are taken to remove illegal barriers for equal opportunity in housing; and,
Whereas, Adams County is committed to the mission and the intent of the Fair Housing Act to provide fair and equal housing opportunities for all and to affirmatively further fair housing.
Now Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, does hereby proclaim April 2024 as “Fair Housing Month” and encourages all agencies, institutions, and individuals, public and private, in Adams County to abide by the letter and the spirit of the Fair Housing Act.

Proclamation – “Foster Care Month” – May 2024
Whereas, Foster Care Awareness Month is celebrated nationally to raise awareness about foster care, to highlight that foster care is a means of support to families and not a substitute for parents, and to encourage more community involvement as foster families, volunteers, or mentors; and,
Whereas, childhood is a time of laughter and play, it is a time of curiosity and wonder; it is a time for making friends, learning, and exploring the world around them. Children who feel safe, secure, and loved can grow strong and confident. But for almost 4,500 of Colorado’s children, this image of a happy childhood does not exist. These children’s experience is often of sadness and pain, fear, and loss. It is separation from family, friends, community, and sometimes their pets. They cannot remain with their birth families through no fault of their own. These children need temporary families who help them feel safe and secure, a place to heal from the trauma they have experienced; and,
Whereas, in 1988, May was declared Foster Care Month to raise awareness of foster care and celebrate and honor foster families and the foster care community; and,
Whereas, Foster parents play a unique role with birth families. They fill in to support Adams County birth families who need time to overcome challenges and time to be whole again; and,
Whereas, We want to thank and highlight the large and diverse community of nonprofit organizations, businesses, civic groups, public servants, and individuals who are committed to the cause of caring for and raising awareness of the needs of children and youth in foster care; and,
Whereas, The Adams County Human Services Agency understands that children are the key to Colorado’s future success and prosperity; and,
Whereas, Colorado is experiencing a shortage of foster families. Colorado needs more families willing to provide care for children and youth with complex behavioral and mental health needs so that they can live in family settings and not congregate care settings, and to provide care for sibling groups, so they can remain together as they move through this challenging time in their life; and,
Whereas, Adams County has many wonderful foster families, but we still need more, and there is no better month to begin the process of becoming a foster parent than May, National Foster Care Month; and,
Whereas, the Adams County Board of County Commissioners recognizes the vital role foster parents play in the lives of children and youth in foster care; and the roles case workers and the community play in shaping the lives of children and youth in foster care. Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims May 2024 as “Foster Care Month.” In witness whereof, we have set our hands and caused the seal of the county to be affixed May 7, 2024.

GIS Day
November 20, 2024
WHEREAS, the Adams County Board of Commissioners recognizes that an understanding, use and application of geospatial technology is crucial to operating our infrastructure, sustaining our natural resources, and stimulating economic growth; and
WHEREAS, geographic information systems (GIS) technology allows us to see and model complex relationships and patterns to more intelligently respond; and
WHEREAS, there is a need to promote GIS awareness, education and technical training to use this rapidly developing technology to its full potential; and
WHEREAS, Adams County acknowledges those that have chosen GIS as their profession or as part of their discipline to improve the lives of our citizens; and
WHEREAS, Adams County is committed to utilizing GIS to inform decision making and better serve its residents and make useful geographic information open and easily available to the public, as a platform for innovation.
NOW THEREFORE, BE IT RESOLVED, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims November 20, 2024, as GIS Day.

“Global Diversity Awareness Month”
October 2024
Whereas, each year, the United States observes Global Diversity Awareness Month in October by celebrating and acknowledging the value of each human being, regardless of their nationality, race, ethnicity, biological sex, gender identity, sexuality, religion, age, country of origin, ability, documentation status, language, lived experience, socioeconomic status, or otherwise; and,
Whereas, Global Diversity Awareness Month serves as a reminder of the positive impact a diverse culture of people can have on society as a whole; and,
Whereas, the population of Adams County is composed of many different races, ethnicities, and cultural backgrounds, based on the most recent census estimates; and,
Whereas, after the Second World War, the Universal Declaration of Human Rights was adopted by the United Nations General Assembly at the Palais de Chaillot in Paris. The Declaration represents the first global expression of rights to which all human beings are inherently entitled; and,
Whereas, Global Diversity refers to the range of differences that describes the composition of a group of two or more people, in a cross-cultural and multi-national context. Many individuals and organizations, including Adams County, believe positively viewing and appreciating global diversity will allow us to adopt more inclusive practices around the world; and,
Whereas, there are many different ways to celebrate Global Diversity Awareness Month, which include hosting a multicultural movie night with foreign films, attending a cultural art exhibit, enjoying music from different parts of the world, supporting minority-owned business, or creating a celebration of your own.
Now, Therefore, Be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims October 2024 as “Global Diversity Awareness Month” and encourages all residents to honor the rich diversity of different cultures found within the county.

“International Holocaust Remembrance Day”
January 27, 2024
Whereas, each year, the international community observes January 27th as International Holocaust Remembrance Day by honoring the six million Jewish victims of the Holocaust and millions of other victims of Nazism; and,
Whereas, the Greater Denver Jewish Community Study, focusing on Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, and Jefferson Counties, documented approximately 134,900 people in Jewish households in 2018-19; and,
Whereas, it was officially proclaimed by the United Nations General Assembly in November 2005, in commemoration of the victims of the Holocaust; and,
Whereas, January 27th 1945 marks the anniversary of the liberation of the Nazi Concentration and Extermination Camp of Auschwitz-Birkenau (Ow’-switch Berken-now’) by Soviet troops; and,
Whereas, Audrey Azoulay, (Aud’-ray Az’-you-lay) Director-General of United Nations Education, Scientific and Cultural Organization, states “The International Day of Commemoration in Memory of the Victims of the Holocaust is a time to mourn those who disappeared and to reflect upon the choice of the individuals and governments that allowed this genocide to unfold. It is also a call for vigilance and for action, to address the root causes of hatred and prevent future atrocities from happening.”; and,
Whereas, the Holocaust has had universal implications and consequences throughout the world, it is the collective and shared responsibility of all for addressing the ongoing trauma; remembering the lives lost and impacted; maintaining historic sites; and promoting education, documentation, and research.
Now, Therefore, be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims January 27, 2024, as “International Holocaust Remembrance Day” and encourages all residents to honor the lives of those lost and impacted by the Holocaust.

Kinship Care Month, September 2024
Whereas, the family unit is a vital structure for providing Adams County’s children with love, dignity, and belonging; and
Whereas, while every family is unique, a sense of physical and emotional safety, encouragement, and stability is vital to children’s emotional, physical, and developmental health; and
Whereas, in Adams County, there are many grandparents caring for their grandchildren and countless more aunts, uncles, siblings, friends, neighbors, coaches, and mentors also caring for children and youth; and
Whereas, children who live with kin retain familial, cultural, and community ties, maintain a sense of identity, connection to family, stability and permanency, as well as minimized trauma; and
Whereas, Adams County is committed to honoring and supporting kinship families by helping connect them with services designed to assist families across the state through community collaboration and the Colorado Kinnected Kinship Navigator Program; and
Whereas, National Kinship Care Month provides the opportunity for Adams County to partner with families and collaborate with public and private organizations to uplift a kin-first culture, in which:

“Mental Health Awareness Month”
May 2024
Whereas, Mental Health Awareness Month has been observed in May in the United States since 1949 and was first commemorated by the Mental Health America organization. The month is observed with media, local events, and film screenings; and,
Whereas, in the United States alone, approximately 46% of us will meet the criteria for a diagnosable mental health condition at some point in our lifetime. That is nearly one in five Americans experiencing this in any given year. According to the Colorado Health Institute, more than one in four people in Colorado reported poor mental health in 2023; and,
Whereas, this year’s theme for Mental Health Month is Where to Start: Mental Health in a Changing World. It can be difficult to know where to start when the landscape is constantly changing. The goal is to educate yourself and others about mental health conditions and resources, challenge stigma by speaking out about mental health, seek help if you are struggling, support organizations that provide services and advocacy, and create safe and supportive environments where mental health is openly spoken about and everyone is included; and,
Whereas, Adams County has several community resources dedicated to improving the mental health of our residents. The Adams County Health Department specifically has a Mental Health Promotion team committed to engaging with community partners to support mental health access, increase awareness, and prevent suicide. Adams County strives for a mentally healthy, suicide-free Adams County, where people have hope for their future; a sense of purpose and meaning in their lives; and feel they belong in their families, communities, and culture; and,
Whereas, Adams County’s A-Proud affinity groups, led by employees, provide a shared space for support, a greater sense of connection and community, and promote positive mental health within the foundation of Adams County; and,
Whereas, May is a dedicated month of asking more questions, being present, and educating ourselves and others on the importance of mental health. We must continue the conversation and extend our empathy with those in need. We must advise those within and those surrounding our community to do the same, long after the month of May has ended; and,
Whereas, by shedding a light on mental health, we break negative stigma, educate the public, become confident in our awareness, and become stronger versions of ourselves. In doing so, we help those in need and around the Adams County community who are still struggling.

National Adoption Awareness Month
November 2024
Whereas, each month an average of 29 abused and neglected children in the care of Adams County Human Services are waiting for a loving, nurturing and permanent home;
Whereas, these children are not the newborns most people picture when they think of adoption. Generally, they are older boys and girls and teenagers who may have unique medical, psychological or physical needs; and
Whereas, nearly all of these children have special needs because of physical, mental or emotional disabilities, because they must be placed as a sibling group, because they are minorities, or because they are school aged;
Whereas, these children need extra patience and support to help them overcome previous hardships;
Whereas, as a result of the partnership between Adams County and the 17th Judicial District Court, Adams County anticipates finalizing 100 adoptions in 2024; and
Whereas, there are families able and willing to adopt children who have special needs;
Whereas, it is important to stress that a disability, low income, or unmarried status does not preclude the right to adopt; and
Whereas, children waiting for adoptive parents, and families who have adopted these children, require and deserve community and public agency support.
Now, Therefore, Be It Resolved, that the Board of County Commissioners of the County of Adams, State of Colorado, proclaims November 2024 as National Adoption Awareness Month and the local courts of Adams County will open their doors on National Adoption Day, Friday, November 22, 2024 to finalize the adoptions of local children and join other organizations to celebrate all adoptions. And in doing so, urges all citizens to join in a
national effort to raise awareness about the importance of adoption.

National Co-Responder and Crisis Responder Week
September 15-22, 2024
Whereas, Adams County, along with the State of Colorado, and the USA, have continued to address the issue of behavioral health, and,
Whereas, the interconnection of mental illness, substance addiction, co-occurring conditions and social determinants of health often increase the occurrence of homelessness, arrests, and criminal charges, incarceration, suicide, homicide, and other barriers to individual and community wellness, and,
Whereas, many local and national communities acknowledge behavioral health as a community issue, and recognize the need for strategic resources to address these issues with crisis response and crisis prevention; including those in the County of Adams, and such communities have identified the promising emerging practice and effective program called Co-Response, and,
Whereas, co-response is an evidence-based, collaborative first responder model pairing a mental health professional with law enforcement and other health professionals to intervene in varying levels of crisis, with the goal of resolving individual and community safety concerns, diverting community members from further contact with law enforcement and involvement in the Criminal Justice system, reducing the overburdening of Emergency Departments and hospitals, and increasing community member connection to resources and preventive care, and,
Whereas, Adams County houses multiple Co-Responder units comprised of specially trained co-responders.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, hereby proclaims, the week of September 15th-September 22nd, 2024, as National Co-Responder and Crisis Responder Week, and expresses our appreciation and gratitude for all co-responders and crisis mental health professionals working in Adams County.

April 21-27, 2024
Whereas, Americans are the victims of more than 20 million crimes each year, and crime can touch the lives of anyone regardless of age, national origin, race, creed, religion, gender, sexual orientation, immigration, or economic status; and,
Whereas, many victims face challenges in finding appropriate services, including victims with disabilities, young victims of color, Deaf and hard of hearing victims, LGBTQ victims, tribal victims, elder victims, victims with mental illness, immigrant victims, teen victims, victims with limited English proficiency, and others; and,
Whereas, too many communities feel disconnected from the justice and social response systems, and have lost trust in the ability of those systems to recognize them and respond to their needs; and, Whereas, victims of repeat victimization who fail to receive supportive services are at greater risk for long-term consequences of crime; and,
Whereas, intervening early with services that support and empower victims provides a pathway to recovery from crime and abuse; and,
Whereas, the victim services community in Adams County has worked for decades to create an environment for victims that is safe, supportive, and effective; and,
Whereas, honoring the rights of victims, including the right to be heard and to be treated with fairness, dignity, and respect, and working to meet their needs rebuilds their trust in the criminal justice and social service systems; and,
Whereas, serving victims and rebuilding their trust restores hope to victims and survivors, as well as their communities; and,
Whereas, National Crime Victims’ Rights Week, April 21-27, 2024, is an opportune time to commit to ensuring that all victims of crime-even those who are challenging to reach or serve-are offered culturally and linguistically accessible and appropriate services in the aftermath of crime.

National Disability Pride Month
July 2024
Whereas, in July, Americans observe National Disability Pride Month by paying recognition to the Americans with Disabilities Act (ADA) that helps provide protection to individuals to create equal opportunities in all aspects of life; and
Whereas, approximately 42 million individuals in the United States have a disability, which calculates to one in four adults; and
Whereas, on July 26, 1990, the ADA was signed into law by President George H.W Bush; and
Whereas, the first Disability Pride celebration took place in New York in 2015, 25 years after the law was passed; and
Whereas, to help increase the education for Disability Pride awareness, a flag was designed by Ann Magill in 2019. The original design was created with insight from the disability community to highlight everyday challenges. The layout of the flag is five diagonal stripes of different colors on a black background:

The black field mourns the victims of violence and abuse against persons with
disabilities.

The diagonal suggests cutting across barriers that separate the disabled from society.

The flag’s five colors represent different types of disabilities: red for physical, gold for
neurodivergence, white for invisible and undiagnosed, blue for psychiatric, and green

Whereas, Positivity Disability, an Adams County employee-led Affinity Group, provides a safe and welcoming environment to foster support, awareness, education, and advocacy in and around the disability community; and

Whereas, each year, the United States observes National Hispanic Heritage Month by celebrating the culture, heritage, and countless contributions of those whose ancestors were indigenous to North America as well as those who came from Spain, Mexico, the Caribbean, Central America, and South America; and
Whereas, the population of Adams County is approximately 42.4% Hispanic or Latino based on the most recent census estimates; and
Whereas, what began in 1968 as Hispanic Heritage Week under President Johnson and was expanded by President Reagan in 1988 to cover a 30-day period starting on September 15 and ending on October 15; and
Whereas, this year’s theme, “Pioneers of Change: Shaping the Future Together,” invites us to celebrate Hispanic heritage by recognizing the significant strides of Hispanics in the economic, political, and social growth of the U.S. It encourages us to reflect on all the contributions Hispanics have made in the past and will continue to make in the future; and
Whereas, many Hispanics serve as government employees/public servants, civil rights leaders, community organizers, politicians, soldiers, educators, journalists, first responders, pioneers in art and science, healthcare professionals, athletes, inventors, entertainers, and so much more; and
Whereas, Adams County’s employee-led A-Proud Affinity Group, LatinX Professionals, provides a safe, supportive, and professional space where topics that directly impact them can be safely and confidentially discussed; and
Whereas, Hispanics continue their rich history of significant and diverse contributions to the cultural, educational, economic, and political vitality of Adams County.

Whereas, each year, the United States observes National Native American Heritage Month and celebrates the countless contributions of Native peoples past and present, honoring the influence they have had on the advancement of our Nation and the State of Colorado; and
Whereas, Adams County has a rich history of Indigenous people with the Indigenous lands of Adams County and the surrounding area originally inhabited by the Ute, Cheyenne, Arapaho, Oceti Sakowin, and over 40 other tribal nations. These nations have historical and contemporary significance to our community and continue to thrive in Adams County; and
Whereas, Adams County recognizes that despite a painful history marked by unjust Federal policies of assimilation and termination, American Indian and Alaska Native peoples have persevered; and
Whereas, during National Native American Heritage Month, we also honor our Native American veterans and service members who have courageously served and continue to serve in our Armed Forces — including the brave Native American Code Talkers in World War I and World War II. For over 200 years, Native Americans have defended our country during every major conflict and continue to serve at a higher rate than any other ethnic group in the nation; and
Whereas, this month and every month, we honor the precious, strong, and enduring cultures and contributions of all Native Americans and recommit ourselves to fulfilling the full promise of our nation together; and
Whereas, Adams County’s A-Proud diversity, equity, and inclusion council exists to celebrate the diversity in our organization and our county as a whole and strives to build and foster continued relationships with our Native and Indigenous communities.

Proclamation – “National Public Health Week” – April 1 – 7, 2024
Whereas, on April 2, 2024, the Board of County Commissioners approved a Proclamation supporting the goals and ideals of National Public Health Week; and,
Whereas, the week of April 1 – 7, 2024 is National Public Health Week; with a theme of: “Protecting, Connecting, Thriving: We Are Public Health,” Adams County Public Health celebrates this theme through its work to foster relationships with Adams County residents and community partners to promote and protect the health of all residents in Adams County through a variety of programs and services; and,
Whereas, the successful pursuit of public health requires an understanding of community and a shared future; as the theme states, we are all interconnected. When we all come together to support public health – individuals, families, communities, and the public health field — we can achieve the goals of public health; and,
Whereas, the goal of National Public Health Week in 2024 is to recognize the contributions of public health in— (1) improving the health of the people of the United States; (2) ACHD focuses on the specific needs of the nearly 520,000 residents and businesses in Adams County; and (3) achieving health equity; and,
Whereas, life expectancy in Adams County in 2021 was 79.4 years which was lower than the state of Colorado’s life expectancy of 80.6 years. Non-Hispanic Black Adams County residents had the lowest life expectancy in 2021 at 76.3 years. The top 5 leading causes of death for Adams County residents are (in order) heart disease, cancer, COVID-19, accidents and unintentional injury, and chronic lower respiratory disease. Diverse racial and ethnic groups within Adams County continue to experience disparities in the burden of poverty, homelessness, illness and death, as compared with the entire Adams County population; and,
Whereas, public health organizations use National Public Health Week to educate public policymakers and public health professionals on issues that are important to improving the health of the people of the United States; and,
Whereas, public health professionals help communities prevent, prepare for, mitigate, and recover from the impact of a full range of health threats, including— (1) disease outbreaks, such as the COVID–19 pandemic; (2) natural disasters, such as wildfires, flooding, and severe storms; and (3) other disasters, including those caused by human activity and public health emergencies; and,
Whereas, an increase in local public health spending contributes to (1) A decrease in infant deaths; (2) A decrease in deaths related to cardiovascular disease; (3) A decrease in deaths due to diabetes; and (4) A decrease in cancer-related deaths; and,
Whereas, vaccination is one of the most significant public health achievements in history and has resulted in substantial decreases in— (1) the number of cases, hospitalizations, and deaths associated with vaccine-preventable diseases; and (2) health care costs associated with vaccine-preventable diseases; and,
Whereas, public health professionals collaborate with partners outside of the health sector, including city planners, transportation officials, education officials, community-based organizations, and private sector businesses, recognizing that other sectors can influence health outcomes; and,
Whereas, efforts to adequately support public health and the prevention of disease and injury can continue to transform a health system focused on treating illness into a health system focused on addressing health inequities preventing disease and injury and promoting wellness.

Whereas, public works professionals focus on infrastructure, facilities, and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life, and well-being of the people of Adams County, Colorado; and,
Whereas, these infrastructure, facilities, and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers, and employees at all levels of government and the private sector, who are responsible for rebuilding, improving, and protecting our nation’s transportation, water utilities, and other facilities essential for our residents; and,
Whereas, it is in the public interest for residents and leaders in Adams County, Colorado, to have knowledge of the importance of public works and public works programs in their community; and,
Whereas, National Public Works Week provides an opportunity to raise awareness about the important contributions of public works professionals and the importance of investing in our infrastructure; and,
Whereas, National Public Works Week is celebrated annually during the third week of May to coincide with the birthday of President John F. Kennedy, who championed the importance of public works and infrastructure.

Proclamation – September 2024 as National Suicide Prevention Month
WHEREAS, suicide is a global public health concern, affecting individuals, families, and communities regardless of age, gender, socioeconomic situation, or background; and
WHEREAS, each life lost to suicide represents a community member—a child, a parent, a grandparent, a colleague, or a companion—a human being that was important to someone. Each death represents someone who contributed meaningfully to others’ lives and for whom the promise of their future was cut short. Each death creates a devastating impact to families and communities; and WHEREAS, death by suicide is much too common:
(1) In Colorado, 1,290 lives were lost to suicide in 2023;
(2) In Adams County, 101 Adams County lives were lost to suicide in 2023:
(3) In Adams County, suicide was the ninth (9th) leading cause of death in 2023;
(4) In Adams County, from 2010-2023, rates of suicide deaths have increased by 25%;
(5) In Adams County in 2023, nearly half of all suicide deaths involved a firearm. a. When a firearm is involved in a suicide attempt, it is much more likely to
result in death—90% of attempts involving a firearm are lethal.
WHEREAS, the Adams County Health Department has created a Suicide Prevention Framework to better identify and address challenges, gaps and needs in our community, as well as to begin rolling out evidence-based practices and solutions to actively address those opportunities; and
WHEREAS, suicide deaths are preventable, and there is a significant need to increase knowledge of suicide prevention efforts and mental health resources available in our community; and
WHEREAS, it is important for all of us to talk about our mental health with people we trust, and to seek professional care when we need it, just as we would for a physical injury; and
WHEREAS, we all have mental health, we experience good days and bad days, and we face challenges with our mood and emotions; and
WHEREAS, significant effort is needed to reduce stigma surrounding mental health and seeking help. More work is also needed to foster a culture of open communication, empathy, and understanding to prevent suicide deaths and to support those who may be struggling; and
WHEREAS, the 988 Colorado Mental Health Line offers 24/7 access to trained crisis counselors who can help people experiencing mental health-related distress. Anyone can call or text 988 or chat 988lifeline.org for themselves or for loved ones they are concerned about; and 2
WHEREAS, each of us who live and/or work in Adams County has a role to play to prevent suicide by seeking support for our own mental health when needed, and in turn, supporting those in our lives with their mental health and working to reduce stigma around suicide and mental health care; and
WHEREAS, in September, national observances are held for both Suicide Prevention Month and Suicide Prevention Awareness Week (Sept. 8-14), and a global observance is held for World Suicide Prevention Day (Sept. 10).

International Overdose Awareness Day
August 31, 2024
Whereas, the Adams County Board of Commissioners wants to support and recognize:

all people who have lost a loved one to an overdose,
-
the individuals in our community who have lived experience with surviving an overdose,
-
all our community members who are no longer with us due to overdose, and
-
the many individuals in our community who have responded to an overdose, whether they are
-
first responders or everyday community members; and,
Whereas, August 31, 2024 was International Overdose Awareness Day; and,
Whereas, this year marked the 23rd anniversary of International Overdose Awareness Day to remember those who died from overdose, to raise awareness of overdose, to reduce the stigma of overdose-related deaths, and to acknowledge the pain and grief felt by those who have lost a loved one; and,
Whereas, overdose rates continue to increase annually, including in Adams County, which experienced the loss of 155 community members in 2023 due to opioid-related overdose deaths; and,
Whereas, overdose does not discriminate, and any person can die from drug overdose, regardless of age, gender, race/ethnicity, socioeconomic status, patterns of substance use, or any other factor, and all drugs can cause overdoses, including prescribed medications; and,
Whereas, Adams County Health Department’s harm reduction program, Project Connects, has significantly increased overdose awareness and decreased the potential of fatal opioid overdoses by providing 5,584 doses of naloxone (the overdose reversal medication, often called by the brand-name Narcan) and having thousands of meaningful interactions with community members to provide overdose recognition, prevention, and response education thus far in 2024; and,
Whereas, Project Connects seeks to promote health while building connections throughout Adams County for all people who live, work, and play here while reducing overdose stigma and its impact on people who use substances and their families through education and awareness; and,
Whereas, overdose deaths are preventable, overdose is reversable, and any person in our community can be an overdose responder by carrying naloxone, which is widely available at both harm reduction programs, like Project Connects, and with no prescription necessary at pharmacies in Adams County. 2

Whereas, Adams County Parks, Open Space, & Cultural Arts exists to significantly enhance quality of life, enrich our communities, and inspire; and,
Whereas, Parks and Recreation is an integral part of communities throughout this country, including Adams County; and,
Whereas, Parks and Recreation promotes health and wellness, improving the physical and mental health of people in our communities. These spaces promote time spent in nature, which positively impacts mental health by increasing cognitive performance and well-being and alleviating illnesses such as depression, attention deficit disorders, and Alzheimer’s; and,
Whereas, Parks and Recreation programming are critical to a community’s economic prosperity through increased tourism, the attraction and retention of businesses, and crime reduction; and,
Whereas, Parks and Recreation is fundamental to the environment well-being of our community, and is essential and adaptable infrastructure that makes our communities resilient in the face of natural disasters and climate change; and,
Whereas, our parks and natural recreation areas ensure the ecological beauty of our community and provide a place for children and adults to connect with nature and recreate outdoors; and,
Whereas, Parks and Recreation increases a community’s economic prosperity through increased property values, expansion of the local tax base, increased tourism, the attraction and retention of businesses, and crime reduction; and,
Whereas, The U.S. House of Representatives has designated July as Parks and Recreation Month; and,
Whereas, Adams County recognizes the benefits derived from Parks and Recreation, and recognizes July 19, 2024 as the National Park and Recreation Professional Day.
Now, Therefore, be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims the month of July as “Parks and Recreation Month” with special recognition and appreciation for the Parks, Open Space and Cultural Arts Team who plans, manages, and maintains our parks, open space, and art installations. “Sexual Assault Awareness Month”
April 2024
Whereas, April is Sexual Assault Awareness Month and calls attention to the fact that sexual violence is widespread with over 53% of women and over 29% of men reporting contact sexual violence in their lifetime; and,
Whereas, rape, sexual assault, and sexual harassment impacts citizens of Adams County, regardless of age, race or gender; and,
Whereas, Adams County acknowledges the National Sexual Assault Awareness Month theme of “Building Connected Communities”, and calls on us all to build more connected, respectful, and inclusive communities to promote our collective well-being and protect against the risk of sexual violence; and,
Whereas, victims of sexual assault are significantly more likely to suffer from depression, post-traumatic stress disorder, chemical dependencies, and even contemplate suicide; and,
Whereas, this crime occurs far too frequently, goes unreported far too often, and leaves long lasting psychological, physical and emotional scars; and,
Whereas, as a community, we share the responsibility for supporting victims by believing others when it does occur, and bringing perpetrators to justice, whatever justice means to those who are victimized; and,
Whereas, we must work together to educate the Adams County community about sexual violence, supporting survivors, and speaking out against harmful attitudes and actions impeding victims from seeking services; and,
Whereas, we believe communities will be safer and stronger by making them more equitable for people of all gender identities and sexual orientations, races and ethnic backgrounds, ages, faiths, and abilities.
Now, Therefore, Be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims the month of April 2024 as “Sexual Assault Awareness Month”
Now is the time that we, the undersigned, are acting as leaders in our community in creating an environment in which sex assault is unacceptable and survivors are supported. We join criminal justice agencies, victim advocates and community service providers across Adams County in striving to create strong, connected communities that take care of one another and make decisions to ensure the safety and well-being of others to end sexual violence. We publicly proclaim April to be Sexual Assault Awareness Month.

Proclamation “Stormwater Management and Flood Awareness Month”
April 2024
Whereas, Adams County has been a member of the National Flood Insurance Program Community Rating System since 2015; and,
Whereas, comprehensive planning for floodplain management is important to enhance life safety for Adams County citizens and to reduce flood damage to property within Adams County; and,
Whereas, comprehensive planning for stormwater management is important to protect the quality of stormwater runoff from development within Adams County and to minimize stormwater pollution; and,
Whereas, Adams County implements Stormwater and Floodplain Management Programs through several departments: Community and Economic Development, Public Works, Parks, Open Space & Cultural Arts, the Sheriff’s Office and the Office of Emergency Management. It’s led by the Floodplain Administrator with support from the Business Solutions Group of the Information Technology and Innovation Department; and,
Whereas, the Programs are implemented in accordance to Federal laws, State laws, and Adams County Development Standards and Regulations; and,
Whereas, the Programs provide services to the public, including enhanced public safety, reduced damage to property and public infrastructure, stormwater quality and environmental protection, and opportunities for education about stormwater and flooding; and,
Whereas, the activities of the Programs have allowed for a ten percent (10%) discount on flood insurance for property owners within Adams County since 2020; and,
Whereas, well-informed people make better decisions and they take steps to protect themselves from flooding by retrofitting their homes, buying flood insurance, and planning the actions they will take during the next flood; and,
Whereas, Adams County is a StormReady® Certified community recognized by the National Weather Service program to have reached a high level of severe weather preparedness since 2018.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims the month of April 2024 as “Stormwater Management and Flood Awareness Month”

“Lunar New Year”
February 10, 2024
Whereas, each year, the international community observes the Lunar New Year, this year starting February 10, with celebrations taking place around the world for many East and Southeast Asian cultures, including Chinese, Koreans, Vietnamese, and others; and,
Whereas, the population of Adams County is approximately 4.7% Asian; and,
Whereas, each year is represented by the Yang or Yin form of one of the five elements and one of the 12 animals from the Chinese zodiac; and,
Whereas, this year is considered the Yang Wood Dragon because the year’s ending digit is an even number, which symbolizes a Yang year while the rest of the Chinese calendar has entered its first element and fifth zodiac sign, wood and dragon, respectively; and,
Whereas, people who are born during the year of the Yang Wood Dragon are believed to be ambitious, energetic, and charismatic, often inspiring others with their passion and enthusiasm. They are considered natural leaders, making them magnetic personalities in social and professional circles, according to the Chinese zodiac; and,
Whereas, Adams County’s employee-led A-Proud affinity group, Asian American and Pacific Islander (AAPI), connects Asian, Asian American, and Pacific Islander employees and entrepreneurs to celebrate the diverse cultures and professional backgrounds within our communities; and,
Whereas, neighboring countries in Asia have created their own celebrations influenced by the Lunar New Year.
Now, Therefore, Be it Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims February 10, 2024, as “Lunar New Year” and encourages all residents to honor the rich diversity of the Asian community and celebrate the many ways they contribute to our nation and society. “Veterans Day”
November 11, 2024
Whereas, the contributions and sacrifices of the men and women who served in the Armed Forces have been vital in maintaining our freedoms and way of life; and,
Whereas, tens of millions of Americans have served in the Armed Forces of the United States during the past century; and,
Whereas, hundreds of thousands of Americans have given their lives while serving in the Armed Forces during the past century; and,
Whereas, our county is home to more than 26,000 veterans and their families; and,
Whereas, our veterans are brave and selfless individuals who, when duty called, willingly put themselves in harm’s way to defend the lives and liberty of others; and,
Whereas, their abiding patriotism and enduring devotion to the ideals on which the United States is founded can never fail to inspire us; and,
Whereas, our veterans understand the important task before the American service men and women now keeping watch.
Now, Therefore, Be It Resolved, that the Board of County Commissioners, of the County of Adams, State of Colorado, proclaims November 11, 2024, as Veterans Day in Adams County and encourages all people in our county to acknowledge and honor the contributions of our veterans to the principles of democracy, individual freedom, and human rights.

“Women’s History Month”
March 2024
Whereas, each year, the United States observes Women’s History Month by celebrating the often overlooked contributions of women in history, society, and culture. March is selected as the month of observing Women’s History Month to correspond with International Women’s Day on March 8th; and,
Whereas, the population of Adams County is approximately 49.2% female; and,
Whereas, Adams County has 12,562 women-owned businesses; and,
Whereas, what began in 1978 as Women’s History Day when the idea caught on and in 1980 the National Women’s History Alliance championed for the holiday to be observed as a national week which was expanded by President Jimmy Carter, who issued the first proclamation declaring the week of March 8th as National Women’s History Week. Since 1987 the Unites States has formally recognized March as National Women’s History Month; and,
Whereas, this year’s theme, “Women Who Advocate for Equity, Diversity & Inclusion,” the theme recognizes women throughout the country who understand that, for a positive future, we need to eliminate bias and discrimination from our lives and institutions. We recognize the example of women, who are committed to embracing everyone and excluding no one in the common quest for freedom and opportunity. We honor local women past and present who have taken the lead to show the importance of change and to establish firmer safeguards, practices, and legislations reflecting these values. Following decades of discrimination, we are proud to celebrate women who work for basic inclusion, equality & fairness and invite us to commemorate and stand in solidarity and wear purple which is the official color of International Women’s Day; and,
Whereas, although too numerous to recognize individually by name, women have also served and continue to serve as civil rights leaders and community organizers, politicians, soldiers, educators, journalists, first responders, pioneers in art and science, healthcare professionals, athletes, inventors, entertainers and so much more; and,
Whereas, women continue their rich history of significant and diverse contributions to the cultural, educational, economic, and political vitality of Adams County; and,
Whereas, Adams County’s Women’s Empowerment and Women of Color Affinity Groups exist to celebrate the diversity in our organization and our county as a whole.
Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims March 2024 as “Women’s History Month” and encourages all residents to honor the rich diversity of women and celebrate the many ways they contribute to our nation and society.
Proclamation – “Workforce Development Month” – September 2024
Whereas, the Adams County Workforce and Business Center is committed to supporting a Colorado for All, including workers with disabilities, veterans, justice-involved individuals, youth, New Americans, and communities experiencing transition; and,
Whereas, Globalization, market forces, demographic shifts, and technological advances are shaping our economy today and require workforce solutions that are agile and innovative; and,
Whereas, the workforce professionals within the Adams County Workforce and Business Center are committed to supporting a thriving environment for workers and employers throughout the county; and,
Whereas, Adams County workforce has access to wage replacement benefits during times of job transition through no fault of their own or during certain life-altering events that pull workers away from their jobs to care for themselves or their loved ones; and,
Whereas, in 2023 there were 10,803 individuals who received services through one of the three Adams County Workforce and Business Center offices, including job search assistance, resume critiquing, career counseling, and referrals to resources to address barriers, along with other labor exchange services; and,
Whereas, our County’s locally driven workforce ecosystem is business-led, aligned with educators, employers, and economic developers to encourage more diversity in hiring and ensure we are building the labor force that businesses need to make Adams County the best place to work; and,
Whereas, skills-based hiring bridges the gap between the skills employers need and those they can find. Workforce Development Month is an opportunity to recognize that challenge and to work collaboratively to address it; and,
Whereas, as a result of globalization and market forces, there has been a proliferation of low-wage work across the state, and the Adams County Workforce and Business Center must create workforce strategies to create more pathways for people into higher-quality jobs; and,
Whereas, in 2023, the Adams County Workforce and Business Center helped more than 1,000 employers navigate and thrive in today’s worker shortage landscape by ensuring customers receive consistent business services statewide in 11 core services, including assessment and screening, job posting, and hiring events; and
Whereas, Colorado’s top ranking in labor force participation and workforce availability is a reflection of our economic diversity, quality of living, employment environment, and responsiveness to workforce needs. Now, Therefore, Be It Resolved, that the Board of Commissioners, of the County of Adams, State of Colorado, proclaims September 2024, as “Workforce Development Month” In witness whereof, we have set our hands and caused the seal of the county to be affixed August 27, 2024.

“Recognition of Brenda Mascarenas”
Whereas, Brenda Mascarenas is the Vice-President of Maiker Housing Partners, Housing Programs and has recently announced her retirement from her position. Maiker Housing Partners is a socially conscious public housing authority, owner, operator, and developer of multifamily affordable housing based in Adams County; and,
Whereas, Brenda began her career with Maiker Housing Partners in 1991, at the age of 17, as a high school graduate through the Adams County Summer Youth Program, providing support as the Section 8 Voucher Program Assistant. Brenda displayed her abilities as a leader which has led to her current position today with Maiker Housing Partners; and,
Whereas, Brenda leads a passionate team committed to ending the cycle of generational poverty by providing individuals and families with access to affordable housing and support programs; and,
Whereas, Brenda is married to her high school sweetheart Al, and they have raised two children and now have six grandchildren, all while staying committed to her 33-year career at Maiker Housing Partners and the Adams County community; and,
Whereas, the Board of County Commissioners would like to recognize Brenda for her leadership in the Adams County community and for her dedication to Maiker Housing Partners, committing to addressing the systematic injustice that is the root cause of poverty.
