Planning & Development
The Planning & Development Division coordinates efforts and reviews related to development projects. This includes development engineering, land use, and zoning administration.
The division is primarily responsible for ensuring that land uses within the unincorporated portions of the county are developed in compliance with the county’s adopted codes and regulations while also reviewing and issuing development permits, land use permits, and a variety of other specialized permits.
The Division also helps administer the County’s Floodplain Management Program and administers, updates, and maintains the Adams County Development Standards & Regulations.

The land use code guides how property is used and developed in unincorporated Adams County. It impacts housing, the environment, sustainability, landscaping, commercial and industrial activities, processes, governance, and more. The code is being updated to make it easier for the public to use, provide more flexibility, implement the Advancing Adams Comprehensive Plan (2022), and incorporate best practices and community feedback.
