Adams County Senior Deputy County Manager Alisha Reis Honored with Prestigious Trailblazer Award

Adams County is proud to announce Senior Deputy County Manager Alisha Reis has been awarded the distinguished Trailblazer Award by the Colorado City and County Management Association (CCCMA). This highly respected recognition is presented to individuals who and organizations that demonstrate exceptional leadership in advancing the role of women in local government.

Throughout her impressive career as Town Manager in Monte Vista, Nederland, and Georgetown, and now as a key member of Adams County’s executive team, Reis has consistently broken barriers in a profession where women continue to be underrepresented. She has helped shape a more inclusive, equitable culture within county government, mentoring emerging leaders, championing inclusive hiring and promotion practices, and expanding opportunities for women and other historically marginalized groups.

“This award is not just recognition of Alisha’s personal achievements, it is a reflection of the better, stronger, more inclusive organization she has helped us build,” said Adams County Board Chair Lynn Baca. “Alisha doesn’t just hold a leadership role, she makes space for others to lead.”

The Trailblazer Award sheds light on a persistent disparity in local government leadership: the percentage of women serving as chief administrative officers (CAOs) has remained stagnant at just 13% for over three decades. Reis has been a powerful force in reversing that trend, not only by rising to top leadership herself but by fostering environments where others can follow.
“Alisha’s career is marked by purpose, integrity, and advocacy,” said Interim County Manager David Fraser. “She exemplifies the kind of leadership we need in public service—leaders who care deeply about the people they serve and the people they lead. Adams County is stronger because of her.”

Reis was nominated for the award by several of her direct reports and peers, including Deputy County Manager Kristin Sullivan, who credited Reis with helping to shape her own professional growth and leadership journey. “Alisha devotes time and care to developing others,” said Sullivan. “She leads with compassion, helps others reflect on their growth, and works to remove barriers to success. Under her leadership, the number of women in senior roles in Adams County has grown substantially, providing more examples for those who strive to become leaders in our organization.”

This recognition highlights Adams County’s broader commitment to inclusive excellence and honors the invaluable contributions of women in public service.
